Circular industry
A coalition launched in partnership with CEA ISEC, with the support of the French Directorate General for Enterprise (DGE), to prepare companies to meet the challenges of the linear economy.
Context
Context
Geopolitical tensions, volatile energy and raw material prices, the geographic concentration of critical resources, regulatory instability: French and European industrial value chains are exposed to multiple, interdependent and lasting risks.
Year 1: diagnosis and roadmap (2025)
Carried out throughout 2025 in collaborative workshops bringing together nine major manufacturers - Alstom, Equans, Forvia, Legrand, Rexel, RTE, Safran, Groupe SEB and Thales -, CEA ISEC and Circul'R, the work identified four structural risks (geopolitical tensions, price volatility, resource criticality, regulatory instability), mapped the barriers to circularity and defined a portfolio of ten structuring projects (eco-design, reuse, remanufacturing, usage-based models, materials governance, skills development).
On 11 February 2026, with the support of the French Directorate General for Enterprise (DGE), this work led to the publication of the report "Facing systemic vulnerabilities: building an antifragile industry through a strong circular economy", which sets out seven recommendations: coordinated mobilisation of public funding, the structuring of regional circularity ecosystems, better governance and traceability of material flows, a national strategy on secondary materials, regulatory experimentation, mechanisms to secure secondary materials and tax incentives for usage-based models.
Ongoing work
In 2026 the coalition continues its work with 12 manufacturers and a twofold ambition: to deepen shared methodologies and to launch joint operational projects, notably on the second life of equipment and cooperation on critical materials.
Objective
To turn experimentation into an industrial standard and position France among Europe's leaders in a robust, sovereign and competitive circular economy.
